In order to install this driver you will need to download the zip file above and extract the content. What you should have is the following in the directory where you extracted the file. You will note that there is an .inf file called SV9PL.ing. You will need to right-click on that file.

I tried downloading a different driver that I found in this post This device cannot start. (Code 10) - Gigaware USB - Serial Adapter regarding this same problem on here, not sure how I manually add it or if it needs to be downloaded in a specific location to even work.
